Labor Category Descriptions
MRC’s
commercial job titles (labor categories) used to perform the
IT Services offered herein are described below:
Project Manager
Minimum/general
experience: eight years of planning, directing, and
coordinating activities of IT projects to ensure that aims,
goals, or objective specified for projects are accomplished in
accordance with prescribed priorities, time limitations, and
funding conditions.
Functional
responsibility: directs and coordinates activities of one
or more IT project(s) through designated subordinates and
establishes budget control system for controlling
expenditures. Develops staffing plan, and establishes work
plan and schedules for each phase of project. Prepares project
status reports for management.
Minimum
education: a bachelor’s degree in an appropriate
technical or business discipline is required. A master’s
degree may be substituted for three years of experience.
IT Specialist
Minimum/general
experience: five yeas' professional experience with the
design, development, and support of computer systems,
software, databases for application to office automation
systems using higher order languages and specialized software
development tools.
Functional
responsibility: performs systems
analysis, design, programming, documentation, or
implementation of applications. May conduct independent
software validation and verification. Provides
expertise on the use of software and hardware capabilities. May
perform as a Task Leader and provide technical and
administrative direction for personnel performing software
development tasks, including the review of work products for
correctness, adherence to the design concept and to user
standards, and for progress in accordance with schedules
Minimum
education: bachelor’s degree in computer science,
mathematics, or related science that includes course work in
computer system design, computer programming, and database
design. An associate degree with an additional three years'
experience may be substituted. A total of 12 years'
experience may be substituted for the degree requirement.
Senior Engineer
Minimum/general
experience: 12 year’s experience performing work that
involves conventional engineering methods and techniques,
demonstrating judgment in the application of a variety of
methods, techniques, and precedents.
Functional
responsibility: plans and designs products for IT
facilities, systems, or equipment, and directs or coordinates
operation and repair activities. Designs products or systems
utilizing and applying knowledge of engineering principles.
Plans and directs efforts of engineering personnel in
fabrication of test control apparatus, and equipment, and
development of methods or procedures for testing products or
systems. Directs/coordinates construction and installation
activities to ensure that products and systems conform to
engineering design and customer specifications.
Minimum
education: bachelor’s degree in engineering, or
equivalent. A master’s degree may be substituted for five
years of experience.
Engineer
Minimum/general
experience: five years' engineering experience applying
basic formulas to routine calculations; preparing graphs,
curves, and tables for other engineers; recording factual data
in tests and observation studies; performing drafting and
minor detail design; searching for technical reports to obtain
information related to supervisor’s assignments; assisting
in the work by operating instruments, plotting data.
Functional
responsibility: receives specific instructions as to what
is required, and guidance as to reports to be used,
measurements to be taken, and probable results. Work is
checked in progress, and upon completion, reviewed for
accuracy and validity. Assignments are of limited scope and
difficulty, and presuppose some knowledge of work processes
and capability to apply standard engineering practices.
Minimum
education: bachelor’s degree in engineering, or
equivalent. Relevant military training and 10 years'
experience may be substituted.
Design Engineer
Minimum/general experience: three years' experience using 2D and
3D CAD software to design/modify IT facilities, systems, or
equipment, including managing drawing and parts file
libraries, performing file import/export, and operating output
devices.
Functional
responsibility: primarily performs drafting work requiring
knowledge and skill in drafting methods, procedures, and
techniques. Prepares drawings of structural electrical,
mechanical equipment, piping and duct systems, and other
similar equipment, systems, and assemblies. May interpret
designs by others to complete minor details.
Minimum
education: bachelor’s degree or a technical school
diploma and a total of 10 years' experience.
Technician
Minimum/general experience: five years' experience installing
and maintaining computers, networks, cable systems and other
telecommunications and ADP-related systems.
Functional
responsibility: works on various types of
electrical/electronic or electromechanical equipment and
related devices by performing one or a combination of the
following: installing, maintaining, repairing, overhauling,
troubleshooting, constructing, modifying, and testing. Work
requires practical application of technical knowledge of
electrical/electronics or mechanical principles, ability to
determine malfunctions, and skill to put equipment in required
operating condition.
Minimum
education: associate’s degree or a technical school
diploma, or military training and a total of seven years'
experience.
Senior Illustrator
Minimum/general
experience: four years' experience in planning, layout,
and execution of technical illustrations in black and white
and/or color.
Functional
responsibility: prepares illustrations and drawings using
common art media to depict subject or technical equipment.
Lays out proposed illustrations in conformity with established
style taking into account perspective, angle of view, and
artistic effect. May coordinate support personnel, supervise
lower level illustrators, and review preliminary and final
illustrations.
Minimum
education: bachelor’s degree in art, drafting,
photography, or related field. A total of seven years'
experience is required with an associate’s degree; a total
of 10 years with a technical school diploma.
Illustrator
Minimum/general
experience: one year of experience in planning, layout,
and execution of technical illustrations in black and white
and/or color.
Functional
responsibility: prepares illustrations and drawings using
common art media to depict subject or technical equipment.
Lays out proposed illustrations in conformity with established
style taking into account perspective, angle of view, and
artistic effect.
Minimum
education: bachelor’s degree in art, drafting,
photography, or related field. A total of three years'
experience is required with an associate’s degree; a total
of five years with a technical school diploma.
Drafter
Minimum/general experience: five years'
experience in
the preparation of detail through assembly drawings and 3D
models using CADD systems.
Functional
responsibility: prepares sets of complex drawings which
include multiple views, detailed drawings, and assembly
drawings. Uses recognized system of symbols, legends, shading,
and lines having specific meanings in drawings.
Minimum
education: technical school diploma.
Senior Technical Writer/Editor
Minimum/general
experience: five or more years' experience in the
preparation and review of technical information in written or
illustrated form. Experienced with procurement process, budget
cycles, and computer and training device terminology.
Functional
responsibility: works independently or in concert with
technical and management personnel. Reviews, writes, and edits
technical reports, manuals, or specifications. Observes tests
and experiments and interprets diagrams, schematic, and other
written documentation.
Minimum
education: bachelor’s degree, or technical school
diploma and an additional two years' experience.
Technical Writer/Editor
Minimum/general
experience: none.
Functional
responsibility: works independently or in concert with
